INCORPORATING THE REVISED EARLY CHILDHOOD EDUCATION CHARTER GUIDELINES:
STATEMENT OF DESIRABLE OBJECTIVES AND PRACTICES 1996 (IMPLEMENTED AS OF 1 AUGUST 1998)

REQUIREMENTS OF SECTION 312 OF THE EDUCATION ACT 1989 AS AMENDED IN 1990

Fees for attendance at this service will be publicised in the following manner:
Within the PAUA Early Childhood Home Based Care Service any payment for care of the child/children occurs directly between the educator and the parent/guardian. Information on payment structures from the Inland Revenue Department will be made available for interested educators and parent/guardians in order that they can ensure that fair and equitable reimbursement is being made.

Parents/Guardians of children who no longer have their child in care but want to continue with the PAUA service may become part of the “Parent and Child Learning Service”. A brochure which includes the fee for this service will be provided on request.

The level of Government funding received by this service will be publicised in the following manner:
At the end of each financial year a summary of the funding received will be put in the PAUA newsletter to educators, parents and other interested parties. A comprehensive set of accounts will be available on request.

Description of this service’s community:
PAUA Early Childhood Home Based Care Service will seek to provide a service to any family where a need is identified and where the requirements of the Education Home Based Care Order are able to be fulfilled.
PAUA Early Childhood Home Based Care Service region will encompass families and educators within a manageable area of the Visiting Teacher.
PAUA Early Childhood Home Based Care Service will take particular account of individual family culture and ethics in all aspects of its programme.
PAUA Early Childhood Home Based Care Service will seek to eliminate any barriers to enrolment in its service.

Description of this service:
PAUA – Preschoolers At-home Uniquely Achieving.
PAUA Early Childhood Home Based Care Service is based on Christian philosophy and will reflect those principles and values.
PAUA will provide a quality early childhood service to all families/educators that are enrolled in its service.
PAUA will ensure that systems and documentation ensure that the requirements of the Education Home Based Care Order are fulfilled at all times.
PAUA will ensure that Te Whāriki (Early Childhood Curriculum) is the foundation of its programmes.
PAUA will provide appropriately qualified visiting teachers to support educators that are caring for children either in their own home or in the child's home.
PAUA Visiting Teachers will be contracted to empower educators so that they are able to encourage the unique achievement of children in their care.
PAUA will ensure that family visits, telephone communication and educational resources are provided on a regular basis to support the learning objective of each enrolled child.
